The Finnish Language Requirement for Finnish Citizenship (YKI)

If you are planning to apply for Finnish citizenship, one requirement stands out: you have to prove your Finnish (or Swedish) language skills. For most applicants this means the YKI test at the intermediate level (keskitaso). What "keskitaso" actually means

YKI (Yleinen kielitutkinto) has three levels, each covering two points on a 1-6 scale:

The four parts of the exam

  • Listening (puheen ymmärtäminen) — everyday dialogues and announcements.

Are there other ways to prove the language?

Yes. The YKI keskitaso exam is the most common route, but it is usually not the only one. Depending on your situation, the requirement can also be met by:

  • The state language examination (valtionhallinnon kielitutkinto) at the required level;
  • Completed studies in Finnish or Swedish (for example a qualification where the language of instruction was Finnish/Swedish).

What if your level isn't there yet

Don't rush straight into the exam if you are still below B1 — you would mostly be paying to confirm that. A better plan:

  • Build the base first. Get to a solid B1 with structured lessons and, crucially, speaking practice from the start.
  • Then train the format. Once your level is close, practise the four parts in the exact YKI format so the exam holds no surprises.
  • Focus on speaking and writing. These two decide the citizenship result, so give them the most attention.

The language requirement is very achievable with the right preparation. The goal is not to be perfect — it is to reach level 3, confidently, in the parts that count.
